Approval of Third Party Independent Pipeline Integrity Expert and
Fitness-for-Service Milestones and Deliverables Schedule
In response to Plains’ letter dated 28 October 2011, the Board approves Plains’ proposal to contract Robert (Bob) Coote as a third-party independent pipeline integrity expert to review the Fitness-for-Service (FFS) assessment as required by condition 5 of Board Order SO-P384-004-2011 (Order).
The Board has reviewed Plains’ proposed “Fitness-for-Service Milestones and Deliverables Schedule” as revised in Plains’ filing dated 28 October 2011 and finds that the milestones and deliverables are consistent with the requirements of the Order. However, the Board has made certain changes to the proposed schedule. The first change is to meet “with the NEB” rather than “with S.15 [Section 15 of the National Energy Board Act] Board Member” under items 5, 8, 9, 10, 12 and 14. The Board notes that either Board Member Vergette or Board staff will meet with Plains.
The second revision is to remove specific dates for items 3, 4 and 7 when Board approval was requested by Plains.
The last revision provides some flexibility to the dates for items 5, 8, 9, 10, 12, 14, and 16. The date, time and location for these items can be determined informally approximately one week prior to the actual meeting or presentation.
In compliance with condition 6 of Board Order SO-P384-004-2011, the Board approves the revised schedule as attached.
