Project Information

On 9 January 2019, Westcoast Energy Inc., carrying on business as Spectra Energy Transmission, filed an application with the National Energy Board (the Board or NEB) for leave to sell certain gathering and processing facilities to NorthRiver Midstream Operations LP.

The facilities proposed for sale are located in Northeast British Columbia and generally comprise the federally regulated McMahon, Dawson, Aitken Creek, Sikanni, Fort Nelson, and Fort Nelson North processing plants and associated upstream raw gas gathering pipelines in Zone 1 and Zone 2 of the Westcoast pipeline system.

How to file a letter of comment

If you feel that you could be impacted by this application or if you have information that will assist the Board in making its decision, you may want to file a letter of comment.

In your letter of comment, please include:

  • Your name, mailing address, and phone number;
  • The name of your organization, if you represent one;
  • Reference to File No. OF-Fac-Gas-W102-2019-01 01;
  • An explanation of how you are impacted by the application or the information you have that will assist the Board in making its decision; and
  • Any other concerns you may have related to the application.

Letters of comment should be relevant to impacts associated with the sale and purchase of the facilities that Westcoast has applied to sell. The Board will only consider evidence relevant to the Application.  Letters of comment can be filed by hand delivery, mail, fax, courier, or electronically through the Board’s e-filing tool.

You must file your letter of comment with the Board, in the official language of your choice, by 3 pm Pacific Time on July 5, 2019.

According to the NEB Rules of Practice and Procedure, 1995 you must serve (notify) Westcoast with your filing. If you file your letter of comment electronically, using the Board’s e-filing tool, the system will automatically serve Westcoast.

If you are not using the Board’s e-filing tool, you must file your letter with the NEB and provide a copy of your letter to Westcoast at the following addresses:
