- Unanimous agreement to formally invite the NBFWO to join the LMG Advisory Committee.
Onshore Pipeline Regulations Review – Presentation and Discussion by Dan Barghshoon and Fern Hietkamp
- The OPR Review consists of a process to conduct a review of the regulation supporting the highest level of safety, security and environmental protection, and
- The OPR Review has also been tasked with advancing Reconciliation with Indigenous peoples and addressing the issue of transparency and inclusive participation.
- Comments received: the CER should consider investing additional resources to increase awareness and, as a result, invite a greater number of participants to learn about the OPR Review and share their views.
- For example, the CER could broaden the reach of its information by utilizing the networks of other partners such as the Farmers' Advocate Office.
Land Access and the CER Act – Presentation and Discussion by Lisa Zaplachinski
- The presentation summarized, in the context of the CER Act, the different types of access to property that can occur during the lifecycle of a facility, including the people who should be granted access.
- The presentation was meant to provide a framework for the initiative that the LMG Advisory Committee will need to undertake to fully address this issue.
- Discussions are underway to carry out that work.
Property Damage Sub-committee – Overview by Carole Léger-Kubeczek and Darcy Allen
- The sub-committee held its kick-off meeting on May 26 to review the initiative’s Terms of Reference, in terms of its mandate and governance, as well as the members’ roles and responsibilities.
- Subject matter leads were identified for each one of the four areas of focus:
- Paul Georgison – Common terminology and definitions
- Anne-Marie Erickson and Luc Rainville – Regulatory expectations and industry best practices
- Coreen Lawrence – Options to resolve property damage disputes supplemented with plausible scenarios
- Shannon Neufeld – Guidance for regulated companies and landowners
- When appropriate, the subject matter leads will be reaching out to the various members of the LMG Advisory Committee for information.
- The sub-committee will be co-chaired by Carole Léger-Kubeczek who will liaise with the project working group, whereas Darcy Allen will prioritize the various landowner associations.
- Subject matter leads were identified for each one of the four areas of focus:
