Audit Close-out Letter
In accordance with section 103 of the Canadian Energy Regulator Act, the Canada Energy Regulator (CER) conducted a compliance audit of Trans Mountain Pipeline ULC (Trans Mountain or the company) during the period 28 August 2023 to 8 November 2023. The focus of the audit was on Control Room Management. One objective of the audit was to verify that the company has developed and implemented a pipeline control system and leak detection system in accordance with the requirements of the Canadian Energy Regulator Onshore Pipeline Regulations (SOR/99-294) and the Canadian Standards Association Standard Z662:2023 – Oil and gas pipeline systems. Another objective was to verify that the control room operation and maintenance processes are effectively integrated within the company’s management system.
The CER issued its Final Audit Report on 15 February 2024 in which it was concluded that Trans Mountain demonstrated to the CER that it met all the expected outcomes and there were no non-compliances. As a result, the CER now considers this audit to be closed.
Note that the company is accountable for maintaining compliance throughout the life cycle of its regulated facilities.
