Court Order 8 April 2014 – Knappen Pipeline, DR Four Beat Energy Corporation
The National Energy Board (Board) requires that the Knappen Border Pipeline and Associated Facilities (Pipeline) be safely maintained and operated protecting the public and the environment. The Board also requires pipeline companies to continuously evaluate and improve the effectiveness of their management programs. Despite numerous warnings, DR Four Beat Energy Corporation has failed to comply with NEB safety requirements around the operation of the Pipeline.
On 28 March 2014, the Board filed a motion in Federal Court to obtain authority to reduce the pressure in the Knappen Pipeline (Pipeline) in accordance with the Board Order SG-D081-01-2013 dated 18 April 2013 (attached) issued to DR Four Beat Energy Corporation (DR Four Beat). Reducing the pressure will increase the safety of the line and decrease the potential for incidents.
On 8 April 2014, the Court granted the Board’s motion. Please find attached the Federal Court Order T-1403-13 [PDF 140 KB] dated 8 April 2014.
DR Four Beat is reminded that it is still the owner and the operator of the Knappen Pipeline and that the safety and security of the Knappen Pipeline remains an obligation of the company. Other enforcement action is in process and will continue until compliance with Board Order SG-D081-01-2013 is achieved.
The Board acknowledges receipt of your e-mail dated 9 April 2014 sent to NEB staff member, Ms. Sandra Martindale, requesting information on how to remit the $1,000 award to the National Energy Board.
