Project Information
NOVA GAS Transmission Ltd. (NGTL) has filed a project description with the Board requesting approval to construct and operate new pipeline facilities in northeast British Columbia. The proposed Project will be an extension of the NGTL System and will facilitate the connection of the Western Canadian Sedimentary Basin (WCSB) gas supply to BC markets, Pacific Northwest markets and emerging liquefied natural gas (LNG) export markets through access to the NOVA Inventory Transfer (NIT) market hub.
The Project’s primary permanent facilities will include
- approximately 260 km of 1219 mm (NPS 48) pipeline
- tie-in to the Groundbirch Mainline
- Merrick Interconnect Meter Station
- mainline valve sites
- launcher and receiver facilities
- cathodic protection facilities
- miscellaneous works such as pipeline warning signs and aerial markers

Preliminary Draft List of Issues
The Board has identified but does not limit itself to the following issues for consideration in the proceeding:
- The need for the proposed project.
- The economic feasibility of the proposed project.
- The potential commercial impacts of the proposed project.
- The potential environmental and socio-economic effects of the proposed project, including those to be considered under the Canadian Environmental Assessment Act, 2012.
- The appropriateness of the general route and land requirements for the proposed project.
- Potential impacts of the project on Aboriginal interests.
- The engineering design and integrity of the proposed project.
- Contingency planning for spills, accidents or malfunctions, during construction and operation of the project.
- Safety and security during construction of the proposed project and operation of the project, including emergency response planning and third-party damage prevention.
- The terms and conditions to be included in any approval the Board may issue.

Process Advisor
The Process Advisor’s role is to support the public (e.g., landowners, concerned citizens, environmental non-governmental organizations) and the Aboriginal groups that are participating in public hearings. Participant Funding
The approved Participant Funding Program funding envelope for the NGTL Merrick Mainline is $200,000. This funding will be distributed amongst individuals and groups eligible for funding and intervening in the regulatory process hearing.
The Participant Funding Program will be accepting funding applications from 25 August 2014 to 60 days before the first day of the oral portion of the hearing (to be determined).
