General:
- What is the purpose of the Roundtable?
The Roundtable will provide participants with an opportunity to examine and comment on all elements of the scope of the Arctic Review, to ask questions and to put forward their views.
The Roundtable is an opportunity for participants to:
- examine and comment on information gathered on the hazards, risks and safety measures associated with offshore drilling in the Canadian Arctic and ask questions of other participants in an informal setting;
- hear from experts and share technical information about drilling in the Canadian Arctic; and,
- advise the Board of the information they wish to see in the public report and Filing Requirements.

- What is the format of the Roundtable?
The Roundtable is not a hearing.
To begin, everyone at the Roundtable will be invited to introduce themselves and/or the organization they represent.
Part I of the Roundtable, Understanding Participants' Interests, will be an opportunity for the NEB to share what it has heard from northern communities to date and for all participants to share their general interests and concerns about Arctic offshore drilling.
Part II, Discussion on How to do Things Right, will provide participants with an opportunity to discuss information collected during the Arctic Review, to make comments and to ask questions directly of other participants on a topic by topic basis. Topics will be grouped into five theme areas and each topic will be introduced with a brief presentation to help focus the discussion. Questions, answers and discussion will follow each presentation. Please see the detailed agenda for further information.
- Will Board Members attend the Roundtable?
Board Members will attend the Roundtable to hear participants firsthand.
Registration and logistics:
- Do I need to register to participate in the Roundtable?
Participants are encouraged to register for the Roundtable. This will assist with planning and logistics. The Board requests that participants register by 29 July 2011.
- If I apply for stakeholder funding, do I still need to register for the Roundtable?
Participants who apply for funding will automatically be registered to attend the Roundtable. The deadline to apply for funding to attend the Roundtable is 20 July 2011.
- Where do I sit at the Roundtable?
There will be no formal seating arrangements at the Roundtable.
The Board encourages participants to arrive at the Roundtable early on the first day. Board staff will be available 30 minutes in advance of the start of the Roundtable to provide logistical assistance.
- Will simultaneous interpretation be available at the Roundtable?
Simultaneous interpretation will be provided in Inuinnaqtun, G'wichin, Inuvialuktun, Inuktitut and French.
- Will there be wireless access in the room where the Roundtable will take place?
Yes. There will be wireless internet access available in the Midnight Sun Recreation Centre.
- Will I be able to participate in the Roundtable even if I can’t be in Inuvik?
Yes. The Roundtable will be broadcast over the internet to allow those not attending in person to listen in. Listeners will be able to submit questions or make comments to NEB staff over the telephone during the Roundtable. Details on how you may do this will be posted to the Arctic Review webpage by 15 August 2011.
Participating in the Roundtable: Presentations and Comments
- Can I use photos and videos, or visual aids when I make comments?
Yes. Participants are asked to notify the Board in advance of the Roundtable, if you plan to use a PowerPoint presentation to share your interests and concerns during Part 1: Understanding Participants’ Interests. If you plan to use other visual aids during your comments, you may want to approach the Board’s Regulatory Officer in advance for assistance in projecting your visual aids (if feasible) so everyone in the room can see.
Participating in the Roundtable: Questioning
- Is there a format for asking questions?
There is no required format for asking questions. The facilitator will indicate when each participant can speak. Microphones will be used so that all participants can hear the speaker.
At the beginning of every question, participants are asked to indicate who their question is for.
If questions are detailed or technical and are intended to examine specific written documentation posted on the Arctic Review webpage, participants are asked to identify the document they intend to reference.
- Do I need to submit my questions in advance?
The Board strongly encourages participants who intend to ask detailed or technical questions to submit the specific areas of their questions by 29 August 2011. It would be helpful if you would also provide the following information:
- an indication of how long your questions will take, preferably by topic (as outlined in the detailed agenda);
- any pre-filed documents you intend to rely on so that they can be electronically retrieved and viewed during the Roundtable;
- who you would like to answer your questions; and
- audio-visual equipment requirements, if any.
- What can I ask questions about or comment on?
The Board will welcome comments and/or questions on all elements of the scope of the Arctic Review [Document A1U6X1], which is available on the Arctic Review webpage.
- Is there an order in which participants can ask questions?
The facilitator will oversee the order of speaking and ensure that the dialogue is respectful and meaningful.
If a participant has restrictions as to when they can participate in the discussion, they should mention this to the facilitator or one of the NEB staff.
- Who can I ask a question of?
Participants can ask general or specific questions to any participant who has knowledge on the topic of the questions, or is the author of a document that the question is about.
The Board encourages participants to answer to the best of their ability in order to help gather the best available information.
The Board's expectations for the Roundtable include:
- Industry should have representatives present in the room willing and able to answer questions on the information they have submitted or on topics they are familiar with.
- Some of the experts retained by the Board to conduct studies will attend and answer questions on their studies.
- Generally, anyone who has filed information and is planning to attend the Roundtable is encouraged to review their materials and be prepared to speak to them.
- I have questions related to several aspects of Arctic drilling; can I ask all my questions at once?
Part II of the Roundtable will proceed by topic. Participants should ask questions during the time scheduled for the specific topics.
- If I am asked a question, do I have to answer? Can I consult with someone before answering?
Participants will be expected to answer relevant and appropriate questions if they have the expertise or knowledge to do so.
If you do not know the answer to a question, please say so.
- Will the Board be questioning participants?
Yes. The Board may ask clarification or follow-up questions during the Roundtable

Final Product and Next Steps:
- What are the next steps after the Inuvik Roundtable?
Following the Inuvik Roundtable, the Board will prepare the public report which will include Filing Requirements. The Board anticipates releasing its public report by December 2011.
- What are Filing Requirements?
Filing Requirements specify the information details that are needed when the Board assesses an application. Please note, however, that in every case, the Board will determine the information that is required to be filed in order to assess that particular project on its merits, and the Filing Requirements do not prevent the Board from requesting any additional information it may find relevant.
- Will the Board address the question of Same Season Relief Well capability?
Yes. Effectiveness and reliability of options for regaining well control, including relief wells is within the scope of the Arctic Review.
The Board asked questions about Same Season Relief Well capability during the CFI process (30 September 2010 [Filing A26558] - Letter and Phase 1 Fact Finding/Information Gathering - Call for Information regarding the Public Review of Arctic Safety and Environmental Offshore Drilling Requirements (Document Number A1U9K0 Adobe pages 12-13 of 18) 1.6.1 Relief Wells, Including Same Season Relief Well Capability). This is one of the topics in Part II: Discussion on How to Do Things Right.
The Board will address this matter in the public report.
