Services agreements
The CER often works to assist and support other federal, provincial, and territorial agencies and regulators so that we can continue to protect what matters. Our mandate includes keeping the public and workers safe, protecting the environment, and conserving oil and gas resources. Services agreements with territorial regulators are in place to provide technical support and assistance to those regulators, and function on a cost recovery (not for profit) basis. We have links to them below for you to read for transparency and accessibility.
We have 2 agreements with governments and regulators in the North that allow us to provide certain services for them when they request it. One is with the Government of the Northwest Territories and the Office of the Regulator of Oil and Gas Operations for the Northwest Territories. The other is with the Government of Yukon. The agreements were first entered into after devolution in the Yukon (2003) and devolution in the Northwest Territories (2014). They have been and continue to be reviewed on a regular basis. Our assistance has helped to ensure robust regulatory oversight of oil and gas exploration and production related work or activities. It has also helped provide seamless regulatory oversight since devolution while territorial regulators have worked to build staff, capacity, and knowledge.
Types of services can include:
- review and assessment of applications for oil and gas exploration and production related work or activities (authorizations and well approvals)
- review of safety and environmental protection plans
- compliance verification activities (such as inspections)
- review of regulatory reports
- transfer of records following devolution
Government of the Northwest Territories and the Office of the Regulator of Oil and Gas Operations
The Government of the Northwest Territories regulates oil and gas exploration and production related work or activities in the Northwest Territories outside of the Inuvialuit Settlement Region, the Norman Wells Proven Area, and other miscellaneous federal lands.
We have a services agreement with the Government of the Northwest Territories and the Office of the Regulator of Oil and Gas Operations.

Government of Yukon
Yukon Oil and Gas, within the Government of Yukon, regulates oil and gas exploration and production related work or activities in the Yukon Territories. We have a services agreement with the Government of Yukon.
