Arctic offshore drilling review

In response to the disaster in the Gulf of Mexico, the NEB initiated a review of the safety and environmental requirements for offshore drilling in Canada's unique Arctic environment.

Through the Arctic Offshore Drilling Review, the NEB examined the best information available on the hazards, risks and safety measures associated with offshore drilling in the Canadian Arctic. The Board invited those with an interest in these topics, including Northern residents, scientists, other regulators, representatives of environmental non-government organizations and industry, to share their information and knowledge.

At the end of the Arctic Offshore Drilling Review, the Board prepared a report on safety and environmental protection requirements for offshore drilling in the Canadian Arctic. The NEB will use the results of the review to inform its decisions on future applications for offshore drilling in the Arctic.

In 2010, the National Energy Board (now the CER) initiated a review into drilling in the arctic offshore and whether major incidents, such as the Deep Water Horizon accident, could also happen here. The review was called the Arctic Offshore Drilling Review. Later, in 2016, Canadian Arctic waters were designated as off limits to future oil and gas licensing.

Filing requirements specific to offshore drilling in the Canadian Arctic were also put in place as a result of the review. Find out more about the review and what we expect for companies drilling offshore.

The application from ConocoPhillips Canada Resources Corp. was authorized and work completed. The area is now under jurisdiction of the Office of the Regulator of Oil and Gas Operations in the Northwest Territories

 
Same Season Relief Well Technical Proceeding

The other two are submissions for the Same Season Relief Well Technical Proceeding. We ended that proceeding in May 2010 shortly after a serious incident in the Gulf of Mexico. We instead launched a review of offshore drilling in the Arctic, called the Arctic Offshore Drilling Review.

Last marine seismic authorization: 2011 Northeastern Canada 2D Marine Seismic

This particular project originally triggered an environmental assessment under the Canadian Environmental Assessment Act in 2011. However, it did not trigger an environmental assessment under the Canadian Environmental Assessment Act, 2012 (CEAA 2012). Therefore, information on environmental aspects would not have continued to be added to the CEAA Public Registry. However, we still wanted the information available publicly. Decisions made regarding the project were also later challenged in court and heard by the Supreme Court of Canada.

Below are lists of documents related to the review of the application and are also available publicly. The National Energy Board (now the Canadian Energy Regulator) is bound by the Official Languages Act and relevant Treasury Board policies. However, some material originates with organizations not subject to the Official Languages Act and is made available on this site in the language in which it was written.
