Process Update for TGS NOPEC Geophysical Company ASA (TGS), Petroleum Geo-Services (PGS) and Multi Klient Invest AS (MKI) NorthEastern Canada 2D Seismic Survey (the Project)
TGS, PGS and MKI propose to conduct an offshore marine seismic survey in Baffin Bay/Davis Strait. TGS, PGS and MKI have applied to the National Energy Board (Board) for a geophysical operations authorization for the Project under the Canada Oil and Gas Operation Act (the Application). The Board held public meetings in the communities of Pond Inlet, Clyde River, Qikiqtarjuaq and Iqaluit on 29 April 2013 to 2 May 2013 to collect oral comments on the Project.
In a letter dated 31 May 2013, the Board determined that the Application was not complete due to deficiencies regarding the assessment of socio-economic impacts and Inuit consultation and suspended its assessment at that time. On 30 August 2013, MKI filed information in response to the Board’s 31 May 2013 letter. This filing can be accessed online on the Public Registry. With the receipt of this additional information, the Board has resumed its assessment of the Application.
The Project will not be commencing in 2013. The Board requests that TGS, PGS and MKI file an update to the proposed operational schedule for the Project by 23 September 2013.
In Process Update letter dated 22 March 2013, the Board indicated that it will accept written comments from the public on issues relevant to the Project, particularly the potential environmental effects and mitigation measures outlined in the discussion paper, until 3 May 2013. In a letter dated 10 May 2013, the Board extended the public comment period. The Board has decided that it will accept written comments from the public until 14 October 2013. Those who have previously filed comments may file additional comments regarding MKI’s recent 30 August 2013 filing. Written comments may be submitted by email at ExproEA@cer-rec.gc.ca or by mailing them to the National Energy Board, 444 Seventh Avenue SW, Calgary Alberta T2P 0X8, Attention: Director of Alliance and Northern Applications.
Under section 15 of the National Energy Board Act, the Board authorized Board Member David Hamilton to report and make recommendations on the Application. In addition to the information previously submitted to the Board, MKI’s 30 August 2013 filing and comments from the public will inform Mr. Hamilton’s report and recommendations to the Board. The Board will then decide whether to approve or deny the Application.
