National Energy Board Onshore Pipeline Regulations (OPR) Amendments – Standing Joint Committee for the Scrutiny of Regulations
In addition to the name and term changes made in the Regulations Amending Certain Regulations Made under the National Energy Board Act (Miscellaneous Program), the updates also include non-substantial amendments made to the OPR. The OPR amendments were made in response to the Standing Joint Committee for the Scrutiny of Regulations’ 2013 review entitled The Regulations Amending the National Energy Board Onshore Pipeline Regulations. On 10 April 2013 the Onshore Pipeline Regulations, 1999 were amended and renamed the National Energy board Onshore Pipeline Regulations (OPR). A consolidated OPR is now available on the Justice Laws Website: National Energy Board Onshore Pipeline Regulations (SOR/99-294). Please note that the Accountable Officer notification requirement in section 6.2 of the OPR is due 10 May 2013. Please see Company Submission Requirements for more details. - 2013-04-19
Accountable Officer Appointment and Notification – due 10 May 2013
The requirement for the selection of the accountable officer is effective upon publication of the Regulations Amending the Onshore Pipeline Regulations, 1999 in the Canada Gazette, Part II which occurred on 10 April 2013. Pursuant to subsection 6.2(2) of the OPR, a company has 30 days to notify the NEB of the name of its accountable officer after the appointment is made. The accountable officer must also submit a signed statement accepting the responsibilities of the position. Regulated companies must satisfy section 6.2 of the OPR on or before 10 May 2013. Regulations Amending the Onshore Pipeline Regulations, 1999 (SOR/2013-49)
The Regulations Amending the Onshore Pipeline Regulations, 1999 (Regulations) were published on 10 April 2013 in the Canada Gazette, Part II, Vol. 147, No. 8; pages 808-820.
The Regulations clarify requirements for federally regulated pipelines regarding management systems for the purpose of protecting the public, workers and the environment.
The Regulations rename the Onshore Pipeline Regulations, 1999 as the National Energy Board Onshore Pipeline Regulations.- Notification letter

These amendments address issues raised in Parliament at the Standing Joint Committee for the Scrutiny of Regulations, and have been processed through the Treasury Board of Canada Secretariat's Miscellaneous Regulations Program in collaboration with the Department of Justice Canada.
